Ok, I added the 'store pickup shipping module' and turned it on, but when I'm running a test, I don't see that option available to me, all I see is:.

Did you give give it a unique sort order when you installed it in admin?..

Yes, the flat rate has a sort order of 0 and the pickup has a sort order of 1..

Does the module have a shipping zone field when you install or edit in admin?.

I think it is better to also not use 0 as a sort order...

It should be defined so that it will show up for people who can pickup...
