That's a good question. I'm not sure what is the answer to that question. I'll do some research in Google and get back to you if I bump into an decent answer. You should email the people at iContact as they probably can help you..
See, I would say it depends on your needs. If, like me, most of your visitors already know the URL of the iContact site without searching and so you aren't really bothered about search engines, I would go with frames, as they keep the page size down. If you are bothered about search engine indexing, go with SSI...

I want it to lode the navigation no matter what iContact site you log on to, like a picture except it has to work as a html document..

This doesn't seem right for me, if someone tries to go to the page that is in the content area it will not show the navigation bar right? Is there a way to open a html document and put it in the navigation area like inserting a picture like <img src=""> but more like <html src=""> for inserting a document instead....

Let's see. You have set the width of the td with the iframe to be 1px - why? Well, the iframe will expand it to 150px - but the width of the other cell is only 500px - and the width of the table is 700px. That makes a 50px gap, IE chose to put it to the iframe cell...
