If you have only virtual products in your cart, you shouldn't see the checkout_shipping page at all. So I guess your products are not really virtual. The virtual products feature has been created for downloadable products, so services do not really belong to this category since they would generate a 'download' for the customer.. But I gues there should be a workaround among the add-ons..

The settings for shipping and fees are either on the admin/modules/shipping or in the store configuration section...

It will NOT continue to the "Payment method" screen..
